I haven't played Forza Horizon 4. But if it's like Forza Motorsport 7, then I would buy the car stock and upgrade it. In FM7 theres a spot to change the motor (motor conversion) on the car, but it just changes the motor not all the parts on it, all the parts on motor will be stock. All of that will help the car go faster and make it's acceleration go up too. All of the handling and breaking will be under brakes and suspension. There will be a spot for drivetrain which can be a little bit of both. Under the tires and rims category there is the tire compound. There's a spot under engine conversion for AWD. It might lower the speed but will raise the acceleration which is what builds up the speed. I always buy a car stock because on FM7 if you want to upgrade it you have to remove all the previous upgrades. I bought a 1964 Fairlane Thunderbolt from an auction for $167,000. A stock version is $76,000. I ended up spending over $100,000 to upgrade it.
I'd get it stock upgrade and then go tune it
Normally I make my own tunes but focus on handling then power in fh4. Try play around when you have alot of time. Normally I focus on what are the weak areas of a car and increasing its strengths, but as a quick tips: in fh4 having lower tire pressure and softer springs works alot better for grip, awd is king if you are road racing in s1 and higher.

There are formulas to everything, depending on what you upgrade the car to - the wheel width, the weight, the torque, rpm for max torque, and gearing. There are some great tutorials on you tube. Some of it is calving, setting, then running diagnostics and adjusting to your style/ preferences. It can get as complex as you like it, or just go simple
