It is unlocked by getting 3 Stars on any Drift Zone.

Guide

The easiest Drift Zone to get 3 stars is Silver Sands. The best cars to get this achievement are drift-tuned cars, especially with RWD. However, Mid-engined cars, are usually not recommended. Another thing, that can make getting 3 Stars easier is turning off stability control (STM) and traction control (TCR) Driver Assists.
