Representative for the Horizon Relations department of the Horizon Festival, he discovers the player after completing the Ambleside Sprint event and offers them an opportunity as a stunt driver.
The first Horizon Story event - The Stunt Driver - shows him working with film director Mike Steele, whom directs a getaway scene showing the player escaping from a jetfighter in a Bugatti Chiron.
He continues to appear throughout the Horizon story, usually communicating over telephone with the player.
Joel also runs a business titled World's Fastest Rentals on the side, a hypercar rental service, which he helped set up with the player.
