The car pack was released on September 30, 2014 and came with any pre-order of the Xbox One title. It cannot be bought individually, nor is it included in the Car Pass.
Since October 1, 2018, following the title's end-of-life-status, it can be no longer obtained from the Microsoft Store.[1]
