It can be unlocked by spinning a Super Wheelspin.

Guide

Super wheelspins are similar to regular wheelspins, but the player gets three rewards instead of only one. They are the best when going for the Special Edition achievement. The player can get them from VIP rewards , by buying the Croftdale Farm player house (in the north of the map) or by buying it from the #Forzathon Shop for 150 Forzathon Points. It is also possible to get them from achieving certain levels in Horizon Life. This achievement will unlock when the player spins this wheelspin.
